First of all this isn't political I dont intend it to be I am just giving my opinion on this. ISIS first known appearance was around 2002 to 2004 the group was made by middle eastern extremists hence why its an extremest group. There core motives behind running themselves the way they do is because of religion and divinity believing their own annihilation and death is the essence of everything. You may be thinking this group just sounds like a suicidal Neo Nazi cult and you wouldn't be wrong in saying it, its just they had a few things in there arsenal that separated them from other extremest groups. The land that had was astronomical they owned a large chunk of the whole middle east therefore their militia and weaponry was vastly expanded they has there own soldiers deployed all over Syria and Iraq. It was simple if you believed in there ideology they may not kill you but if you preached against them or didn't whole heartily believe in their beliefs you had less then a 10 percent chance of survival. Most of the members did believe in there apocalyptic purism but its known that some were just psychopaths that joined to get a kick out of shooting up and beheading average citizens thus we move onto our next area of ISIS. Social media has been very locked down especially post 2015 you would have to dig extremely deep to find something truly fucked up on Instagram or TikTok or even YouTube these mass surveillance social media companies love the massive ad revenue they get from there young user base they wouldn't want to upset the mega conglomerations that pay them billions for ads and user data. ISIS needed a way to shine their pure evil onto western people they looked at the goldmine of manipulation they could indue. These platforms with millions of monthly users just a scroll away from seeing the beauty for a carotid artery getting cut with a hatchet. ISIS formed their plan they mass uploaded extreme gore to all of these sites millions of people now knew of the sickening and terrible things ISIS do and they weren't going to unsee it not anytime soon at least. ISIS mainly achieved what they wanted with these ultra high definition 4K videos of people getting tortured, shot, beheaded, and blown up circulating around the world wide web. They knew they had their name out there for good. They are not the global superpower they once were back in 2012 to 2018 or whenever their hay day was they have not been eradicated though theirs still a bunch of people that do believe in the divinity of the annihilation of themselves and others but the USA mainly stopped it because they had enough of the existential threat they posed but dont worry their adaptive lethal and still very deeply ingrained into many things.
